Arcada’s Nursing TopUp programme has been reviewed by YLE (the national broadcasting company). During the review, Arcada has simultaneously carried out an internal investigation and taken action.

YLE’s journalism has shown that some students received incorrect information and were not given a realistic picture of the studies. Arcada has conducted an internal investigation to examine the collaborations we have had, the information that has been communicated, and our own actions.

The internal investigation shows that:

  • our own processes were not followed and internal control failed.
  • Arcada did not intervene in the incorrect information in a systematic, swift, and sufficiently clear manner.
  • Arcada did not terminate the agreement with the recruitment agent, with whom we have had an agreement since 2024, quickly enough after the first issues became apparent.

Arcada has so far taken the following measures:

  • All agreements with the companies involved have been terminated. Arcada has asked them to remove the public web pages that still remain.
  • All cooperation with agents is now handled by a dedicated team that already has established routines for screening potential new agents, training agents, and following up and evaluating their activities. These processes and routines are continuously being developed, and Arcada participates actively in national cooperation on the matter.
  • This spring, Arcada will engage an external expert organisation to provide training for the management and staff who work actively with our international students.
